Gregg Jones, P.G., Vice President
Mr. Jones has 22 years of professional experience in
geology, hydrogeology, geochemistry/water quality, protection of Florida's
major springs, multi year hydrogeologic assessments, and minimum flows and
levels establishment. He also has extensive expertise in water supply
planning including the implementation of innovative water supply projects
and water conservation programs for local governments, utilities, water
supply authorities, and agricultural and industrial operations. For nearly
the last decade, Gregg has served within the Southwest Florida Water
Management District (SWFWMD) as Director of the Resource Conservation and
Development Department. In this role, he was responsible for planning,
developing, and implementing water supply and water conservation initiatives
for local governments, water supply authorities, and agricultural and
industrial operations. Additional responsibilities included oversight of
the program to determine safe yield for major aquifers, lakes, and rivers,
and the development and implementation of strategies to restore water bodies
impacted by excessive ground-water withdrawals.
Don Lee, P.G. Senior Hydrologist
Mr. Lee has over 27 years of professional experience in geology, hydrogeology, coastal sedimentology, stratigraphy, and water/environmental resource permitting. Throughout his
career, Mr. Lee has worked on a variety of projects including: water resource
investigations, water use permitting, borehole stratigraphy, dredge and fill
permitting, environmental site assessments, petroleum contamination
assessment/remediation, hazardous waste contamination
characterization/remediation, regional stratigraphic evaluations of the Gulf
of Mexico basin and expert witness as a geologist/hydrogeologist. Areas of
expertise include: aquifer performance testing & evaluation, borehole
lithologic logging, intepretation of wire line borehole geophyisical logs,
design & construction management of water supply & monitor wells. His clients
have included: water & waste water utilities, land developers, attorneys,
marine contractors, agricultural managers, aggregate miners, engineering
firms, petroleum distributors, manufacturing firms, banks, real estate
property managers, federal government, municipalities, water management
districts, inland navigation districts, and private individuals.
Joe Haber, M.S. Senior Hydrologist
Mr. Haber has educational and practical experience in hydrogeology, hydrology, ground-water flow modeling and geochemical analysis. Mr. Haber worked at the Southwest Florida Water Management District (SWFWMD) as a Staff Hydrologist in
the Water Quality Monitoring Program (WQMP) and Brooksville Regulation
Department for over 6 years. With the WQMP he managed all of SWFWMD’s ground-
water quality monitoring programs including the Coastal Ground-Water Quality
Monitoring Network (CGWQMN) and the Water Use Permit Network (WUPNET) that
consists of over 375 monitor wells District-wide. These programs continue to
yield important data used to monitor salt-water intrusion and mineral-
upwelling along the SWFWMD coastline and in the interior parts of the SWFWMD
due to ground-water withdrawal. Joe also managed the SWFWMD portion of the
cooperatively funded Lake Wales Ridge Water Quality Monitoring Network
(LWRWMN) that consisted of 31 surficial aquifer wells in the Lake Wales Ridge
area. The United States Geological Survey (USGS) and the Florida Department of
Agriculture and Consumer Services (FDACS) use the water quality data obtained
through this program to track and monitor nutrient, pesticide and herbicide
ground-water contamination in this citrus-dense area of southwest Florida. Mr
Haber’s experience in the Brooksville Regulation Department of the SWFWMD
consisted of water use permit (WUP) application evaluation, water supply
assessments, permit compliance resolution, preparation and development of
ground-water flow models and technical assistance for applicants. Mr. Haber
was also a member of the SWFWMD’s Agriculture Team and has worked with several
members of the agricultural community in the areas of irrigation efficiency,
Agricultural Ground and Surface Water Management (AGSWM) and cost-share
projects such as Facilitated Agricultural Resource Management Systems (FARMS).
Joshua Yates, Water Resource Analyst
Mr. Yates is a graduate of the University of Connecticut where he studiedNatural Resources Management and Engineering. A major part of his education and experience involved the hydrologic sciences. Some of his course load
included: groundwater hydrology, natural resources modeling, watershed
hydrology, stream ecology and limnology. In addition to his hydrologic
education, Mr. Yates also studied GIS, natural resource planning and
management, and wetlands biology and conservation. He began his professional
career with the United States Geologic Survey office in Orlando, FL. In his
role as a hydrologic technician for USGS, Mr. Yates used his skills of
collection and processing of water quality samples; data entry into national
databases; monthly measurements of groundwater levels; calibration and operation of in-situ field meters as well as making stream water discharge measurements including ADCP and Flowtracker technologies.
Michelle Leonard, Hydrologist
Ms. Leonard has practical knowledge of many aspects of geology in the region. Her experience includes work in Florida geology, hydrology, water quality sample collection, data analysis, groundwater flow modeling, and Water Management District rules and procedures. Recent coursework in geology at the University of South Florida includes Advanced Hydrogeology, in which Michelle gained experience with Aquifer Performance Testing (APT), MODFLOW groundwater flow modeling (as Groundwater Vistas), and ArcMap GIS software. She is also proficient in the Southwest Florida Water Management District online databases.
